Auto-dimming of Headlights

Electronics Weekly has published a story about automatically switching headlight brightness between low and high beam. It is based on the presumption that the only other people on the roads are driving a car with considerable light output. What about pedestrians and cyclists? I find it hard to believe that the circuitry would be sensitive enough to detect them.

Furthermore, people's comments on the Electronics Weekly article suggest that a component failure would result in permanent full-beam, an extremely nasty situation.
