Fixed position elements on mobile browsers

Fixed positioning of HTML elements on a webpage doesn't always work on mobile devices. Here's a piece of meta code that is supposed to 'fix' the size of the of the viewport:

<meta name="viewport" content="width=device-width, height=device-height, initial-scale=1.0, user-scalable=0, minimum-scale=1.0, maximum-scale=1.0">
