We had a situation recently where our Windows Media Center (running on Vista x64) would change channel and volume without our doing. Some nights it wouldn't do it at all, and other nights it was terrible.

Eventually it dawned on us: we occasionally have a laptop on in the living room whilst watching TV, and this laptop has an infra-red port on the back of it. This port was presumably active and sending signals to the remote control receiver for the TV card. All we had to do was disable the infra-red port on the laptop, and the problem disappeared.
