Time to take driving seriously?

New Chief Constable, new grand vision. This time it's Meredydd Hughes and as chief of road policing he's spoken out against the lack of continual tuition throughout a driver's life. He emphasised the point that driving is a "right, not a privilege", and that all drivers should consider regular lessons as an integral part of the license.

He added that in the twenty years that he had been driving, it was only in his duties as police officer that he had been required to hone and prove his motoring skills.
