Joined-up Policy?

Gordon Brown's budget the other day made almost no difference to climate change policy in the UK, either in the public or private sector.

Now the Government is trying to think how to get its CO2 emissions target (20% reduction by 2010) back on track. One possible target is home users, despite the fact that house-building continues apace and there is little help for people keen to make a difference.

This pie chart from the BBC does however show that domestic CO2 emissions are a small minority of the problem.
